A small round bit of plastic, covered inside and out with felt and you have a little room for the cat. Other people made it from card. Quite simple
This was about 2.5 cm diameter and 2.6 cm long. Possibly a
bit big
To make a tube that size, you need a rectangle of about 9 cm long to allow for overlap.
Cut your card as per the pattern. This allows overlap to
glue it together and you can make it any size you want.
Cut your felt to cover your tube inside. Do the inside first
as then you can hide the edges with the outside.
Cut the felt to fit around your tube with a bit extra to
cover over into the inside and hide the edges.
Again,
be careful with the glue. With felt a little seems to go a long way. Notice how
you can see the dried glue on the second photo
